Short answer: no. (for several reasons)

  1. Instagram’s Terms of Use prohibits this.

    Instagram forbids automated access to their platform beyond the scope of standard search engine protocols:

    to, user profiles and photos (except as may be the result of standard

  2. It’s against the law in numerous countries.

    Instagram is an international platform, they ensure they are compliant with other countries’ privacy laws. That doesn’t mean that scraping their content is compliant with these laws too, as some laws require users to be able to request deletion of their data or to be able revoke permission to process or store their personal data. Now if you’re wondering how a username is personal data, just imagine the username "firstnamelastname"

  3. It is a moral grey area.

    One does need a lot of imagination to see how this could be abused for nefarious purposes. The program you’re.. requesting has only one purpose: to allow one party to gather (personal) data from numerous other parties without their knowledge or consent. I don’t know what your reason to want for this is, but as this page is public other parties would be able to start using this program for questionable purposes even if you don’t.

  4. Stack Overflow is not a platform to request programs to be made, but to ask questions related to programming.

    For example, we’re here to help you out when you’re stuck on a problem with your code you just can’t figure out after lots of debugging, coffee, and online searches. It is not intended for letting other people solve your homework or requesting programs to be made.
